In order to deliver impactful research to practitioners and academia invested in enhancing commercial process, the proposed study will examine two early phases of the ESN programme, namely: the pre pre-commercial procurement (PCP), and, the selection of the facilitating procurement and contracting mechanisms. In doing so, the study will seek to better understand how the PCP becomes translated into formal procurement structures and contractual requirements, and whether the two commercial project phases remain consistent enough to steer the project towards its intended outcomes.
